In Empire City, there is an urban legend of a "haunted" taxi; a cab that, for no clear reason, hijacks passengers and takes them on wild rides across the city, one that either has no driver or a driver who's appearance keeps changing. They're not urban legends, however. Instead, they're the results of Carjacks boredom.

One of the Decepticon Exiles, Carjack is supposed to be a scout. However, being easily bored, easily distracted combines with his love of being randomly cruel and malicious to those weaker then him. When out on recon, he will, instead often pose as a normal taxi and pick up an unsuspecting human passenger. Then, he'll either change the appearance of or completely deactivate his Holomatter Avatar and take off, dragging his victim across the city in a wild tour, taking them to whatever place meets his fancy. The more terrified they are, the more he enjoys it.

This, of course, is his greatest weakness. He will get so wrapped up in his latest "joke" that he'll forget what he was supposed to be doing and loose all sight of his objective. He rarely thinks through the consequences of his actions, nor about the necessity of keeping a low profile, something that does not endear him to his fellow Exiles. In fact, he seems to enjoy antagonizing them for fun, the cantankerous Mileage in particular.

Neither very strong nor very tough, Carjack instead concentrates entirely on speed and agility. In car mode, he is able to reach speeds of up to 300 km/h for short bursts, while his excellent control allows him to weave in and out of all manner of obstacles, such as oncoming traffic. To aid him in his role as a scout, Carjack carries a battery of advanced electronic, magnetic, chemical and other sensors that he can use in both modes. Additionally, he is possessed of an advanced navigational computer that allows him to not only know exactly where he is, but to plot the best route of travel.

Carjack arrived on Earth in the 1930s, well ahead of his fellow Exiles. Initially isolated and alone (and unaware of the deactivated Transformers onboard the Ark), he took refuge in Empire City, disguising himself as a Yellow Cab. At first he picked the vehicle mode as it matched his colour scheme; it was only after he discovered what exactly a Taxi did that he realised the potential of the disguise.

For the next seventy years, he lurked amongst the city's population, creating a legend for himself as the "haunted taxi", an urban legend that stretched across generations. Every decade or so he would update his vehicle mode to reflect the standard of cars used by Empire City's taxi services. However, his techniques never changed; picking up a lone human, he would change or deactivate his avatar then take off at breakneck speeds across the city, aiming to terrorize his passanger while he laughed it up.
