The Decepticon Exiles are a group of renegade Decepticons living on earth, trying to hide themselves from their former fellows as well as the Autobots.

Approximately 4,000 years ago on Cybertron, a young and ambitious Decepticon officer, Blue Flame became somewhat disenfranchised with the current state of the Decepticon's leadership. He felt that they had become stagnant and inflexible, unable to change or progress beyond their current status. He attributed this stagnation to the Decepticons' leadership, particularly the cold and logical Shockwave. He felt that Shockwave's logic was preventing the Decepticons from advancing simply because he was not prepared to take risks, and that this path would only lead to an inevitable defeat.
To counter this, Blue Flame formed a core group of Decepticons who were loyal to him and supported his stance on Shockwave's failings. Together, they plotted to launch a coup that would make Blue Flame the rule of Cybertron and, as such, usher in a new age of progress and victory for the Decepticons.
However, this was not to be; sold out by a spy within their ranks, the traitors were attacked by forces loyal to Shockwave before they could act. Outnumbered, all of them save for Blue Flame himself and a few of his followers were either captured or destroyed. The survivors fled into space onboard a stolen slow-transit freighter, which in turn fled into an unknown region to hide.
Fearing the Decepticons' wrath, the decision was made to find a remote planet to hide on while gathering resources. The groups' best scout, Carjack, was dispatched to find a planet suitable for their use. The rest of the group remained in stasis until such a time that a suitable world could be found, with its members occasionally waking to perform maintenance and receive Carjack's reports on his search.
In about 1930 CE, Carjack discovered Earth. Disguising himself as one of the native vehicles, he infiltrated a native population center known as Empire City. Seeing that the planet had ample natural resources, a passable level of native industry that could be used to their advantage and a relatively frail local populace, he determined that the world would be suitable for their use. Furthermore, as near as he could tell, it was completely devoid of other Transformers. Communicating this fact to the Exiles, he quietly waited until they arrived, blending in with the local population.
The Exiles arrived on earth in 1983, infiltrating the planet undetected. In the years since is arrival, Carjack had spent some time preparing for them, and had gathered resources and begun construction on a subterranean headquarters. Using materials stripped from their ship, the Exiles completed this construction. Reconfiguring themselves to resemble Earth Vehicles, they began quietly infiltrating the city, preparing to use it as a base of operations for the conquest of the planet.
However, their plans suffered an unexpected setback the next year with the reawakening of the Autobots and Decepticons on board the Ark - a presence that Blue Flame had not counted on. With no way off the planet, and no desire to expose the existence of the Exiles to those transformers on Earth, he decided to maintain a low profile and begin covertly gathering resources. Even after several battles between the Autobots and Decepticons in Empire City itself, there was no evidence of the Exiles' existence. Their cause was further aided by the 2001 law preventing Autobots from legally entering the city itself.
The stability of the situation was upset in mid-2007 with the arrival of Backstab and Bug Bite; the two Decepticons seemed to know not only of the existence of the Exiles, but had some grasp of their goals and capabilities. In true Decepticon style, Backstab challenged Blue Flame for the leadership of the Exiles and won, claiming control of the organization. The change has not gone over well with its members, however; due to their nature, the Exiles had become surprisingly close-nit for a Decepticon group, and resented the presence of outsiders amongst them. For the moment, they have grudgingly accepted his command, with none of its members desiring to challenge him.
